Program Location and Hours:
The APP classroom is located on the Keaau Middle School campus in Portable 1.
APP student hours:
Monday (8:00 AM - 2:00 PM)
Tuesday - Friday (8:00 AM - 2:10 PM)
Parents will be expected to provide a note to excuse absences or tardies. This is to ensure accountability of the student participants. All Department of Education attendance policies and procedures apply to the student. A truancy petition will be filed for students who violate Chapter 19 (i.e., cutting class, tardy, trespassing, etc.). The APP program will follow the Keaau Middle School calendar. Students are expected to attend classes on all designated days as outlined by the KMS calendar.
Curriculum and Instruction:
Parent and Staff Collaboration:
Parents are essential partners, and through cooperation and collaboration between APP staff and parents, students will have the best opportunity for growth. Communication between parents and staff about the progress of each student is very important. Therefore, the staff will communicate weekly with the parents/guardians through monitoring sheets sent home at the end of the week. Periodic phone calls and meetings between parents and APP staff will be scheduled to keep all stakeholders up to speed with the student’s progress and/or concerns. Parents are encouraged to contact the staff with any changes or events at home that may impact their child’s behavior at school.
Chapter 19 and Behavioral Referral Process:
Students in the APP program are required to wear their KMS school uniform daily. Students found to be in violation of the dress code policy may receive a referral and/or clothing items will be confiscated.
Loitering or Trespassing:
APP students are not allowed to loiter or trespass on campus prior to the start of the program and at the end of the day. Any student in violation of this policy will receive an Incident Referral and possible Chapter 19 consequence. Suspected loiterers who refuse to leave the APP classroom or KMS campus will receive a consequence documented through a KMS Incident Referral and/or notification to the police.
Meals:
All meals will be consumed in Portable 1. Breakfast and lunch will be ordered daily for all APP students. If students do not want either meal they must inform the APP teacher ahead of time. We will not order lunches for absent students.
Classroom Visits:
Visitors are NOT allowed in the classroom during program hours without prearrangement. If you would like to schedule a visit, please make arrangements with the APP teacher or KMS administration. Visitation will be scheduled during the least disruptive times for students and staff and can be cancelled or rescheduled without advanced notice.
Child Protective Services:
As mandated reporters, any teacher, registered nurse, social worker, behavioral health specialist, educational assistant, clinical psychologist or other DOE employee, is required to immediately report suspected child abuse or neglect to the proper authority that will include the Honolulu Police Department, the KMS administration, and/or Child Welfare Services.
Field Trips:
Parents/guardians need to sign all field trip permission forms in order for the student to attend. If student arrives after the class leaves they will be marked absent and sent home.
Transition:
Students will be given a transitional period upon entering the program, generally lasting two weeks. During this period, the student will learn the rules and procedures and become acclimated to the program with support and reminders from the staff. Participation in activities beyond the normal routine/schedule (i.e. field trips, school activities, etc.) may be restricted during the two week orientation period, if the student is unable to comply with the rules and procedures of the program and to ensure student’s safety. There are also procedures in place to help transition students back to the least restrictive environment.
Evaluating student progress and program effectiveness:
The use of interviews, academic evaluations, observations (i.e. behavior rating scales, observations, interviews, etc.), family input, and other resources may be used to monitor progress while child is the APP program. These types of information are essential to ensure that the child’s needs are being met and to monitor progress of the student’s APP Support Plan - goals and objectives.

- All A and B offenses will be referred to KMS Administration
- C and below offenses will be addressed through the student behavioral goals and plans
- Parents and team member notification on all behavioral offenses
- Should a student appear to be under the influence of drugs or alcohol, they will be sent to KMS administration. All Chapter 19 guidelines and discipline may be exercised, and parents/guardians will be notified.
- Students must, at all times, abide by state and federal laws, DOE regulations and school/program rules. Contraband items are not permitted during program hours and will be confiscated. Any items confiscated will be returned to only a parent or adult guardian of the student. The school will not be responsible for any items that students bring to school that are lost or stolen. Students are advised to leave items that are not directed for school use, at home.
- Students should have proper regard for school and APP property. Destruction, defacing or theft will not be tolerated. Offenders will be subject to Chapter 19 policies and procedures and will be disciplined (school discipline and/or police involvement). Offenders may be made to pay for any loss or damages and criminal charges may be filed.
- Students placed in the APP program will not be allowed to interact with KMS students unless coordinated through their APP staff. APP students will be confined to the designated areas and boundaries. Lunch, recess, PE, and other activities that occur outside of the APP classroom will be limited to specified times and areas.
